Facebook publishes each video at least twice — a small encode for slow connections and a sharper one for everybody else — and hands the player whichever fits the moment. Tools that simply grab "the video" tend to take the small one, because it happens to appear first in the list. That is the real reason so many saved Facebook videos look worse than they did in the feed, and it has nothing to do with pixel counts.
This picks by picture quality rather than by whichever entry came first, then saves at up to 720 pixels on the short side. If the post only holds a small encode, you get that and the list says so plainly rather than inventing an HD badge for it.
The 720p ceiling is deliberate. Most Facebook video tops out around 1080p anyway, so the step down is one notch, not the chasm the marketing on other sites implies — and it buys a file roughly half the size that starts saving straight away. For watching, sending on, or keeping, that is the better end of the trade.
